Steve has over 22 years’ experience and is an expert in business case development and value for money appraisal in support of funding and implementation powers applications for major transport schemes, including several expert witness appearances.
Over recent years, Steve has made material contributions to different projects seeking transport and works act orders including giving expert witness evidence for the Metropolitan line extension in London, Trafford park line schemes in Manchester and for the Tyne and Wear bus quality contract scheme board hearing.
At Steer, Steve supports the strategy and economics team, advising on developing compelling strategic arguments for intervention and ensuring continuity between these and the appraisal of value for money.
