Developing the vision & delivery strategy for Lancaster Health Innovation Campus Phase III

In June 2018, Steer Economic Development was commissioned to develop a vision and delivery strategy for the third phase of Lancaster University’s Health Innovation Campus.  Steer Economic Development led the work in close collaboration with Bionow, experts in business growth, competitiveness and innovation within the biomedical and life science sectors.

Lancaster University’s Health Innovation Campus (HIC) is a flagship initiative for the University, Lancashire County’s economy, and the wider Health Innovation agenda for the UK. Its main purpose is to drive R&D and innovation by enabling co-locating and fostering collaboration between academic researchers, business and the NHS.

This study provided advice and recommendations across all stages of the HIC ‘lifecycle’, including:

• Market assessment of the scale and nature of demand for new premises across the Campus;
• Extensive consultation with businesses, researchers and policy leads to help define a clear vision and purpose for Phase 3, which will form the narrative for case making and bids for public/private funding and partnerships;
• Exploring funding/partnership options and management structures for enabling future delivery;

Exploring UK and international case studies to identify good practice and inform the design of an appropriate operational model to ensure HIC’s ongoing success during the delivery phase and its future ongoing management.
